Odwa Duda is a Registered Government Auditor with the Southern Government Accountability Institute (SAIGA).
He received his Master of Business Leadership (MBL) from UNISA.
He is a member of the Institute of Directors and is now serving a second term on the SAIGA council (IoDSA).
After rising through the ranks at AGSA, he was named the Deputy Business Executive for the Free State in 2009 and later the Business Unit Leader, which he still holds today.
Earlier in his career, he briefly worked in different sectors including the insurance sector as an internal auditor, gave lectures on cost and management accounting, and worked in the retail sector.
He participated in numerous audits of local and governments, public entities, as well as national departments during his time at AGSA.
His involvement in the international pool of AGSA auditing various UN institutions from 2001 to 2006, which included travel to both developed and developing nations, gave him invaluable experience that he is now eager to imitate locally as best practices for fostering accountability and good governance in the public sector.
Nomonde Gedze is an experienced Chief Audit Executive registered with the professional assurance bodies in South Africa. She has experience in the administration of external audit operations with the Auditor-General of South Africa. Gedze is also a member of Audit Committee at Dr Nkosazana Dlamini-Zuma municipality in KZN. She has exposure to various platforms to mentor and coach young professionals in the professional fields of Assurance Services. An RGA, Gedze aspires to be a leader in the areas of ethical leadership, good governance and women empowerment. She has expertise in the following areas: external audit; internal audit risk management; compliance; financial oversight; governance; leadership and project management.
Sonwabo Gqegqe works for the South African Local Government Association as the Provincial Director of Operations for the Eastern Cape Province.
Before joining SALGA as a Programme Manager in the Eastern Cape and later a Specialist for Municipal Governance based in Pretoria, Gqegqe worked for over ten years as a management and development planning consultant in his own practice as well as in partnership with several companies including PFT Development Facilitation, Environmental Management Services, PDG consulting, PwC and several others.
As a consultant, Gqegqe’s client based included all the three spheres of government in South African, local and international agencies including the investment climate facility for Africa. He commands a wealth of experience in public policy and governance.
Prior joining the civil service and the private sector, he worked as an employee and in some cases both as a leader and an employee for civil society and political party formations. His current areas of interest include governance, participatory planning, public policy and organisational culture, values and ethics.
Boitumelo is a Founder and Managing Director of Lekoko Advisory Services. She is a Certified Fraud Examiner, with more than 16 years’ experience in forensic investigations, fraud risk management, compliance, governance, ethics advisory services and auditing. She is a former Business Unit Leader of the Material Irregularities unit at the AGSA. She is a former Director/Partner in the Forensic division of PwC .Boitumelo is an expert in Fraud Risk Consulting and Election governance services,
having led teams to conduct fraud risk assessments, fraud prevention and detection
interventions, as well as election management services.
Nkosini Magwaza is a seasoned Chartered Accountant with over 21 years of extensive experience in both the public and private sectors.
Magwaza is a Director at Pholela Business Advisory, responsible for the comprehensive operations of the business, lead consulting projects, internal audits, municipal finance management support, and a variety of business advisory services.
His deep understanding of the financial and regulatory environments, combined with his hands-on approach, makes him a sought-after expert in the field. Daluhlanga Majeke began his career as an accountant to Assistant Manager for the National Prosecuting Authority in 1998.
He later became the Financial Manager of the Department of Land Affairs and the Director of National Treasury. In November 2009, Majeke was named Chief Financial Officer of National Treasury South Africa. In 2015 he moved to the Eastern Cape and became Head of Department at the EC Treasury, a position he has held to date. Majeke received a nomination for the CFO Awards 2014.
Enerst Mhlanga is the Content Manager at the Daily Dispatch. Mhlanga has over 20 years' experience of serving in various capacities in the media industry. Seventeen of those years have been spent at the Daily Dispatch where he is currently responsible for politics, opinions and convening dialogues. Previously, Mhlanga has worked as a researcher with special interests on local government, political economy and regional integration. He has served in the academic sphere as well where he taught, among other modules, Development Planning. Mhlanga is an alumnus of the University of Free State where he obtained a Master's Degree.
Russel Morena is the Chief Executive Officer of the Southern African Institute of Government Auditors (SAIGA) since August 2019. He holds an MBA from the Tshwane University of Technology Business School and is currently enrolled for a Doctoral degree in Business Administration from the same institution.
Morena is a multi-diverse professional with over 23 years of experience in learning and development, human resource, sales and marketing as well as and media and journalism. Morena also holds a bachelor’s degree in human resource management from the University of Johannesburg, and a bachelor’s degree in journalism from Tshwane University of Technology.
Yolanda Ncapayi is an experienced Audit Manager with a robust background in government auditing and a commitment to excellence. Her key skills and expertise include audit planning, strategic leadership, team management, stakeholder engagement, financial and budget management and government audit.
Skilled in team leadership, strategic planning, and stakeholder management, Ncapayi has a proven ability to thrive in high-pressure environments while delivering exceptional results.
She is a Registered Government Auditor, has a B Com in Accounting, and has successfully completed the Government Specialisation Audit Programme (GASP). Ncapayi has been a member of SAIGA for a decade now.
Noluyolo Ngceke is a seasoned Chief Audit Executive working for Senqu Local Municipality, one of the best-performing municipalities in the Eastern Cape, which has had nine clean audits in the last 10 years. Ngceke has over 10 years of audit experience both in the private and public sector. She is a member of the institute of internal auditors and an ITC (Test of Competency) candidate in pursuit of her CA(SA) qualification.
Mothophatlheng Phillip Rakgwale is a Registered Government Auditor (RGA), Certified Fraud Examiner (CFE), Certified Information System Auditor (CISA) and Certified Internal Auditor (CIA). He has also completed strategy execution programs with the University of Cape Town and leadership and executive development programs with the University of Pretoria, and he is currently enrolled for his Masters in Business Administration (MBA).

Cllr Bheke Stofile is the President of the South African Local Government Association. Stofile is a committed leader both in South Africa and internationally. With a vision of placing SALGA at the core of the municipal movement, his leadership extends beyond national borders, reflected in his election as one of the five co-presidents of United Cities and Local Governments (UCLG) at the 7th World Congress in South Korea.
Under Mr Stofile's guidance, SALGA hosted the UCLG Africa regional caucus, strengthening its position as one of the continent's mature associations. His success in obtaining the green light from his counterparts to run for UCLG co-presidency indicates his proactive approach and respect among peers.
A notable aspect of Stofile's presidency is the Asisho initiative, which rejuvenates the social contract between local governments and citizens. With a “people first” approach, Asisho seeks to address critical municipal challenges and improve governance, as outlined in his contribution titled "ASISHO! LET'S SAY IT." As part of this initiative, SALGA is committed to working with underperforming municipalities to enhance financial management and service delivery.
Jeremiah Tshikundamalema is the Managing Director of JT29 Management services, a consulting company assisting public sector institutions with financial management services with AFS Preparation, Asset management and training as core business.
Tshikundamalema is well qualified and highly experienced Registered Government Auditor (RGA), registered with SAIGA (Southern Institute of Government Auditors), finance and risk management professional with 13 years of progressive work exposure in public and private sector finance.
Zolile Williams is serving as the MEC of CoGTA in the Eastern Cape Provincial government.
He has experience serving as the municipal manager of the Joe Gqabi district municipality for more than 20 years. The Business Day newspaper said that during Williams's tenure as municipal manager at Joe Gqabi "one of the Eastern Cape’s best-performing municipalities in terms of audit outcomes", calling him "a serial achiever of clean audits".
